Renters’ Rights Act: UK Landlord Registration Opens 15 December 2026
The Government has set out the second phase of the Renters’ Rights Act 2025: a new landlord database branded “Register your rental property”.
This guide sets out the reported dates and what landlords should prepare.
What Has Been Announced
- Phase one: the bulk of the reforms came into force on 1 May 2026, when existing assured shorthold tenancies converted to periodic tenancies.
- Announcement: details of phase two were published on 9 September 2026.
- Opening date: registration opens on 15 December 2026.
- First region: the West Midlands, where landlords must register by 14 March 2027.
- Deadline: reports say all actively let properties must be registered by 14 November 2027.
What Landlords Must Do
Landlords will register themselves and each property they let. Reports say there will be an annual fee per property, and that landlords must upload health and safety documents such as gas safety records, electrical installation reports and energy performance certificates. Failure to register may lead to enforcement action and a fine.
Landlords of supported exempt accommodation are not required to register.
Preparation Checklist
- Gather current gas safety, electrical and EPC certificates for every property.
- Confirm which region and deadline apply to each property.
- Check that tenancy agreements and rent notices follow the new rules.
- Budget for the per-property annual fee once it is confirmed.
